Govert Heikoop nasceu em 1951 em Meerkerk, Países Baixos, e vive e trabalha em Amesterdão. Estudou desenho em Tilburg entre 1969 e 1974, frequentou a Jan van Eyck Academy, em Maastricht, e concluiu o M.F.A. na Cranbrook Academy of Fine Arts, em Michigan, EUA, entre 1977 e 1979.
Ao longo da sua carreira realizou exposições individuais e coletivas nos Países Baixos, Estados Unidos e Europa, destacando-se mostras no Fodor Museum de Amesterdão, Butters Gallery em Portland, Hill Gallery em Birmingham, M-13 Gallery em Nova Iorque e na Affordable Art Fair de Nova Iorque. O seu trabalho inclui também numerosas exposições de escultura ao ar livre e projetos de arte pública.
Recebeu várias bolsas e distinções, entre elas a Fulbright Fellowship (1977–1978), a bolsa da Prince Bernhard Foundation (1977), a MacDowell Fellowship (1988) e apoios do Ministério da Cultura dos Países Baixos. Desenvolveu ainda encomendas públicas e privadas para instituições, hospitais, espaços urbanos e coleções particulares nos Países Baixos e nos Estados Unidos.
