Horta e Costa, nasceu em Paris, França, em 1953.
Viveu em Paris e em Monte Alto, Buarcos, Figueira da Foz.
Entre 1972 e 1989 fez exposições individuais em diversos países: França (Paris, Fort de France, Castres, Mezamet), Estados Unidos da América (Nova Iorque, Chicago) Bélgica (Bruxelas, Gant), Brasil (Rio de Janeiro, São Paulo), Itália (Roma), Argentina (Buenos Aires), México (cidade do México), Chile (Santiago do Chile), Espanha (Barcelona) e Japão (Tóquio), países onde conquistou diversos prémios. Em Portugal expôs inúmeras vezes em Lisboa, Estoril, Cascais, Algés, Quinta do Lago (Algarve), Armação de Pera, Figueira da Foz, Olhão, Coimbra, Vilamoura. Está representado em museus no Brasil, Itália, Argentina, Canadá, Argentina, Espanha, Japão e Estados Unidos da América.
Também trabalhou em escultura e cerâmica, tendo exposto na Figueira da Foz entre 29 de Junho e 5 de Agosto de 1978.
Horta e Costa foi um dos primeiros abstracionistas portugueses.
Está representado em diversas coleções e museus em Portugal e no estrangeiro (Brasil, Argentina, E.U.A., Canadá, Japão, Espanha, entre outros países).
O artista morreu na Figueira da Foz, São Pedro, a 26 de Abril de 1993.
